Hyper-V & KB5009586 Virtual Machine Could not be Started because the Hypervisor is not Running

Symptom:  Hyper-V stops working after installing this January Windows server update on Server 2012 or 2012R2.

To fix this issue, go to control panel –> updates –> view installed updates and remove KB5009586, then restart the server.
