If you are trying to delegate DHCP admin access to non-administrative users you may be puzzled to find the DHCP Administrators group missing from ADDS.
To fix the issue run the following command from an elevated Powershell CLI:
netsh dhcp add securitygroups
After running the command, close and reopen ADDS MMC and two new groups will appear.
